Who or what determines a boundary fence?

The reason for my query fairly simple,the park owner has stated in recent paperwork that he is responsible for all boundary fences.I have a fence that overlooks a bowling green which is in need of repair ,the owner, via the park manager has said is my responsibility. I would appreciate you views.

''The ‘boundary fence’ is defined in Model Standards and the site licence conditions as the fence which marks the boundary of the park and is the responsibility of the park owner. Fences around the residents’ pitches/plots are the responsibility of the resident occupying the pitch. Repair of a fence between pitches would be subject to discussion between the two residents concerned''
